International Fund for Agriculture Development (IFAD) in Rwanda PDF
Since 1981, IFAD has financed 13 rural development programmes and projects in Rwanda for a total amount of US$ 149.9 million, directly benefiting 373,200 households. The financing provided by IFAD to government consists of grants and highly concessional loans.

IFAD’s strategy in Rwanda, as documented in its country strategic opportunities programme (COSOP) of 2007, is built upon the Vision 2020 and the national EDPRS, which address poverty by promoting equitable economic growth, modernizing agriculture, encouraging exports and promoting employment.
The overall objective of IFAD’s country programme is to empower poor rural people to participate in transforming the agricultural sector.

They include the following on-going projects:

Kirehe Community-based Watershed Management Project (KWAMP): The project supports the creation of sound local institutions for the sustainable land and water management in about 15 watersheds. (Duration: 2009-2015)

Support Project for the Strategic Plan for the Transformation of Agriculture (PAPSTA): This project (2006-2013) supports government in implementing its strategy to effect a gradual shift from the prevailing subsistence agriculture to market-based farming. It also assists institutional reforms through sector strategy and capacity development.

Rural Small and Microenterprise Promotion Project – Phase II (PPPMER II): This project (2004-2011) strengthens rural microenterprises run by individuals and cooperatives in order to modernize them, improve their management and create jobs.

Smallholder Cash and Export Crops Development Project (PDCRE): The overall aim of the project (2003-2011) is to increase incomes for poor rural families by improving the yields and sales of tea and coffee. PDCRE also promotes the cultivation of non-traditional cash crops, including silk, geranium and passion fruit.

Community Resource and Infrastructure Development Project (PDRCIU): The project (2000-2011) was set up to help poor farmers in the former Umutara Province overcome constraints that include poor infrastructure, degraded soils, low agricultural productivity, poor living conditions and low incomes. It also provides support for the development of cost-effective extension and financial services.
