MONUC is the manifestation of the support of the international community. It is the largest and most expensive mission in the Department of Peace Keeping Operations (DPKO). Its mandate authorizes it to use all means deemed necessary, within the limits of its capacities and in the areas of deployment of its armed units, to protect civilians under imminent threat of physical violence; and to contribute to the improvement of the security conditions.

The United Nations has unparalleled experience in Central Africa. In the last decade, the organization has deployed no fewer than ten UN peacekeeping operations, or specialized missions, to address seven major conflicts (Angola, Burundi, Congo-Brazzaville); two wars (Zaire-DRC); low intensity conflict (Uganda); genocide (Rwanda); and three successive coups d’etat in the Central African Republic.

ONUC’s multidisciplinary design enables the UN to combine the functions of military, political, rule of law, humanitarian, human rights and civilian police elements into a single concept of operations, generating synergies with the international community. The key to a successful transition is recognition that all aspects of state development (political, military, institutional, social, and economic) must be addressed. MONUC’s integrated mission coordinates the work of the UN family in the DRC and enables the UN to speak with one voice and adopt mutually reinforcing priorities.
